No, that's not always so, it just depends how such instruments are added in.

Writing the music is just as important as writing the lyrics, where would a song be without music? It would be a rap only. Music makes a song and pretty much most bands other than the Stones (and just a few others), give credit for both when applicable. Now, if a person comes up with just one bit of the music - or just one line of the lyrics for that matter, then often they aren't noted as one of the songwriters.

I always liked how Pink Floyd showed the credits on their songs on their LPs, they separated the lyric credits from the music credits, which is cool and IMO how all bands should list the credits since it tells us a lot more than just grouping it all together as one. But as long as the persons who came up with that stuff are credited and gets paid for their creation, that's the bottom line as far as being fair goes.

As far as giving credit to the arrangement of a song, yes, that is connected to the music mainly, but it's tied to who brought in who to play what instrument(s) on a song. A song and it's music may have been written by one person, and when a second person brings in another musician to play on that song instruments that were never there in the music, but the musician doesn't totally change the structure of that song's music (just the pace a bit perhaps), that's when a arrangement credit is given. So it isn't the same thing as a writing credit.

But examples of the differences between writing credit for the music vs the arrangement, vs no credit at all, would be this:

First take the song "Ruby Tuesday" (and forget about the debate as to who wrote the lyrics for now). How different would that song's music had sounded without Brian's' recorder? Did Keith write the music for the recorder on the song? No, he had nothing to do with the recorder, Brian came up with that, 100%, and it made the entire song's music sound totally different than if only a guitar had been used on it as the main instrument. The same deal applied to many other songs where Brian added in instruments that they Glimmers didn't know how to play or write music for. Do you really think Keith came up with the music heard playing on the recorder for RT?

But then take a song like "Heart of Stone". Brian's 6 string bass sounding guitar embellished the song for sure, but he didn't change how the music was written to the song and he only adds to the guitar sound that Keith is playing, but his playing doesn't change how the music was written, only how it sounded. So that would be more of an arrangement of the music (even without bringing in others to play on the song)

Finally, take a simple sounding song like "Blue Turns To Grey". Brian plays his guitar on this one exactly how Jagger/Richards wrote the music, so no songwriting credit or arrangement should be given to a song like this one other than to those who wrote it in the first place.
