You are correct on this count, but I can see where he is going on this one...... Remember 7 years back when the new millennium was about to take place and many argued when that would be, on Jan 1, 2000?.... or Jan 1, 2001? It was the latter, because you have to complete 1000 years first and you can only do that starting from year one, and after year 1 finished, year 2 happened, then 3, all the way up to till the year 999, but on Dec, 31, 999, only 999 years had past since the year 1, so in the year 1000, the new millenium hadn't happened yet, it took place on Jan 1, 1001...... Anyway, same thing happens with the decades. So even though the decade of the '90s were from 1990 till 1999, the ten years were not up till 2000 ended, and even if 2000 was not a part of the '90s, it was still a part of the 20th century. But the ten year period was not up till 2001, and why Turner could get away with that if you only go by a 10 year deal, but that wasn't the way he put it, 2000 was not the '90s (but, movies made in 2000 were made in the last century - just not in the last decade).
