I think it traces back to the Beatlemania days that started (here in the states) in early 1964. I remember all the hysteria, and while all the girls loved all four Beatles, they loved Paul the most, as he was the 'cutest'.

As the years went by Mick, and John, emanated unapproachable, rough, tough-guy images. Paul on the other hand remained 'cute' and unthreatening, linking that image to the Beatlemania days.

Mick, and John, made controversies and attention-getting headlines. Paul really didn't. Whether it was deserved or not, Paul remained a teddy bear 🐻. Hence he gets the 'schoolgirls' treatment.
