I always thought that song was a mockery of sorts, but more toward USSR propagandizing and less toward the Beach Boys. There's definitely some tongue-in-cheek mimicry going on with that song, although Paul is a huge BB's fan and close friend and admirer of Brian Wilson as well. There was a friendly rivalry going on between the two bands around the mid 60's. Brian wanted to match what he considered a masterpiece in Rubber Soul and came up with Pet Sounds, which floored Paul and John ans well. Then there was Pepper, and Brian in return produced Smile, which was pulled by Brian at the last minute. Given intense pressure from the record company and band mates, developing mental issues, the effect of hallucinogenic drugs, and a sense that he could never top what the Beatles had done at that point, Wilson gradually retreated from the music scene, re-emerging over the past couple of decades. Interesting to note that both Paul and Brian were born in June of '42 within 24 hours of each other.
