IMO while George was good enough for the Beatles - and as far as being a person alone goes he was perfect for the group (for that matter so was Ringo) he only played his guitar in a certain way and for that reason he was limited. He was one of those guitarist who always sounded the same no matter what the song was. He did finally - and mainly after the Beatles broke up, learned how to play slide guitar - and that clearly added to his sound as a solo artist, but he only learned how to play slide while in the last year or so in the band.

The overall best Beatle guitar riffs in the band came from John, and even that poll we ran not too long ago showed that most fans agree with me on this. Overall, both Lennon and McCartney were better guitarists than Harrison was, and no, Harrison wasn't underrated, while in the band if anything, he was overrated. But while a weak link in the band, he was still good enough, whereas Ringo was only good enough for the early pop tunes.

I'll use as an example, a song that I've used in the past here to point out how much better the Fabs could have sounded with different personal playing along with John and Paul. This cover does show how lacking both Harrison and Starr were in the Beatles as musicians, even though I can't stand the man who's name this cover song was made in. This one is even a song Harrison wrote (and as the third songwriter in the Fabs, he was fine in that role too, in fact he was more than fine there). But the true asshole who plays the lead guitar on this following cover sounds better playing George's song (and his lead guitar part) than George sounded, while the drummer, the late Cliff Davies, sounds several light years better than Ringo ever sounded on any song Ringo ever played on. Also, the lead singer on this one, Charlie Huhn, also sounds excellent, too. Here it is: I Want to Tell You. I'm not stating the asshole's name here since I hate promoting such slime like him, but the music heard on this one does show what I'm talking about, too.
