Is Kim crazy? Probably. But he might know better than to attack a Western nation as it would result in the instant and total destruction of his regime. There would be absolutely nothing left of his military and his ruling government.
Acquiring nukes is baked into their culture. Some of the North Korean leaders and scientists probably can't even say why they want or need them. But basically, they want them because they know that having them changes the relationship they have with literally every other country. No one is quick to push around a nuclear armed nation and it changes the dynamics of everything.
North Korea is not like Iran. A deal was made with Iran and it looks like Iran is complying with the terms of that deal for now. Whereas North Korea will not stop what they are doing, which is continuing to unabashedly develop their nuclear weapons program. Sanctions? They have done nothing. They have watched their own people starve and it has not deterred them one bit. Despite many sanctions, isolation, and condemnation, they are MUCH further ahead now then they were a few years ago.
The tough problem for the USA and its own nutty leader is that there are simply NO GOOD OPTIONS here. Do nothing and NK further develops nukes. More sanctions will not do much. Get China to handle them? Good luck with that. Military options? All have USA winning but what would ensue would be chaos and loss of life beyond anything we've seen in generations.
I have a feeling that the international community will have to live with North Korea as a bona fide member of the "Nuclear Club"
