Yes, they say to do that if you are on a trail and come across a bear who's about to attack. But again, they almost always will run in the other direction when they see you. But then it's noted in the rare cases when a black bear does attack you, that you can't play dead, since you will end up dead if you do that- you got to fight back with all you got to save your life. But after seeing this bear up-close and seeing how massive he was, I can't see how you would win a fight against such a bear - you wouldn't. I mean, they just craw at you with their giants paws and can open up your skin in a second, all that while they are also biting the shit out of you with their big sharp teeth. But unlike grizzlies, black bears will give up the fight if you show them you mean business and keep fighting them back, even if you can't normally beat one that size, but that's how you will win the battle, just keep fighting against them and they will give up the battle.
Bears and mountain lions are the only reason I never hike alone in the Rocky Mountains, both animals stay away from groups of people almost every time, but when you are alone, watch out, especially with the lions, or if you have your small children with you, as preteens are prey to lions (where adults are not), and 3 of the last 4 humans killed in Colorado by wildlife (all lions) were small boys who were alone with no adults to protect them, and only 2 of them were on trails.
With that said, I don't mean to make it sound like it's unsafe to live around here or to go hiking in the Rocky Mountains. You just need to be careful and respect the wildlife and you will be fine. I mean, it's still safer than living in a big city where you can just be walking down the street and get shot at and killed, like what happened in Cleveland last week with that poor old man who was shot dead for no reason at all.
